That's Bishop off-panel in the last, well, panel. I assume most people will be at least 95% certain of that, but allow me to take care of that 1-5% of doubt remaining.
Or head canon someone else saying it. Like Hope! Hope is making sure everyone knows she didn't dislocate Vladia's arm. Enjoy your head canon.
