Functioning on the same principles of a secret identity form, Ditzy DOES have a mental effect, but none on actual intellect, and the rest can be ignored with just a bit of effort / desire.
 
Susan, with her opinion of the ditzy concept, is barely affected by it by default. Unless Susan intentionally allows it (or gets sufficiently distracted), it won’t actually modify her behavior or speech. The more open someone is to the effect of a card, the less subdued the effect will be.
 
In short, the more comfortable someone is with a form, the more it will affect them. I consider this a somewhat natural way of not taking characters (mostly Susan) too far out of their comfort zones, and to take certain things to greater extremes if it suits the character.
 
Anyway, this is all information I was going to go into later, but after the last comic, I decided to do it sooner rather than later.
