This is my preferred explanation for almost any given "bizarre" outfit in video games and fiction in general. Not, y'know, "they're an android who acheived self awareness and emotion", but the "it's something they like wearing" part.
If the writers can pull off making a ridiculous outfit part of that characters characterization, then well done. Heck, even if they don't quite pull it off, it's better than nothing. The actual explanation can be "we just wanted to have them wear this outfit", but having the in-game canon be "that's just what they like wearing" would be a welcome bit of lampshading over trying to get us to take something else seriously.
